can't open the program

i don't know if there is a tutorial somewhere to show how to use this program that i cant find. but whenever i try to open it, it instantly closes itself before even opening a window. I'm trying to get keys for the mobile game Battle of Titans

You have to run the command in your pc by pressing window + r and typing cmd and you will enter the terminal and from there you have to extract the aes key

okay, so the cmd thing did help, as it showed me i was missing a required windows runtime, but now i've run into a new problem. every time i try to open a file. be it apk or one of the other listed options, it gives me an error then closes itself

it gives me pretty much this same kind of error if i try opening other files
