Include filter parameters

Just adding an issue to include filter parameters as an option for API endpoints that use

filter[foo]=bar

Just a heads up, as I mentioned to Rafael, we'll need to define a filtering
strategy/language at some point. JSON API is silent on this other than to
say use the "filter" query parameter. But I think we can start using simple
"=" filters using the language below.
