SIG dissipation rate values in readSWIFT_SBD.m

lines 298 - 301 of readSWIFT_SBD.m are where the epsilon values are read from SIG telemetry. Once the new onboard processing is working, we need to remove this 'cmcorrection' factor on the telemetry read.
