Just wrap up the program, fix the testcases,  release the rust crate, ts package and create a release not(v0.0.2)

Add the features: 
> Change_threshold 
> Change_member_list for a particular multisig.
> Add auth function as the gateway to interact with the change_threshold and change_member_list
> Optimize the program to use less compute units.
