Upgrade pnpm package manager to version 11 #33875

Description

@pwei1018

Summary

Upgrade the pnpm package manager from the current version to pnpm v11 to ensure continued support, improved performance, and alignment with modern Node.js tooling standards.

Background / Context

The current pnpm version is approaching end of support and may lack compatibility with updated Node.js runtimes (including Node.js 24). Upgrading supports dependency management improvements, security updates, and ecosystem compatibility.

Objectives

  • Upgrade pnpm to version 11 across local development and preview/CI/CD environments
  • Ensure compatibility with existing repositories and lockfiles
  • Maintain deterministic builds and dependency integrity

Scope

In scope:

  • Identify priority applications and shared libraries that require updates
  • Coordinate with product teams to determine optimal timing within sprint cycles and release schedules
  • Upgrade the pnpm version across environments, including:
    • Developer environments (via Corepack or global installation)
    • Preview environments (Cloud Build triggers)
    • Docker images (as applicable)
    • CI/CD pipelines
  • Validate builds, dependency installation, and script execution to ensure stability

Out of scope:

  • Major refactoring of application dependencies unless required for compatibility
