[DEDICATED] Disable console commands (cheatstick)

I try to disable console commands on my dedicated server as it allows ALL players access. Unfortunately I've not been successful in this.
I've tried editing dedicatedserver.cfg with
"CustomGameModeSettings": { "GameSetting.Multiplayer.Cheats": false, ...} to no avail.

Would SOTFEdit be able to set this?
