Rails 5.2 Upgrade

With Rails 5.2 beta released, we should start evaluating the new features and changes. Namely:

• Their new ActiveStorage framework could replace Shrine (but probably not, given our use case and Rails's differing philosophy)
• We should definitely utilize the new Redis Cache Store
• Move from bootscale -> bootsnap
