Automate conda forge releases

Looks like pip is on 0.19 and conda is on 0.15; we should fix that.

I have updated the xee conda-forge package to v0.0.19. conda-forge/xee-feedstock#23

There is an autobot that updates the conda-forge package automatically whenever a new xee version is released on pypi. Not sure why it stopped working after v0.0.15. It should be up to date now.

Thanks Quisheng! Maybe we can keep this issue open until after the next release to pip to check the conda automation? In any case, I’m glad that the conda package is current.
