bug: Workflow export strips off tags.

Description

If you have workflows that have 'tags' assigned, the tags object is removed from the json document

Reproduction Steps

1. Assign a tag to a workflow
2. use 'ipctl export workflow....' to export your workflow
3. Review created json file, the tag object will not be in the document

Expected Behavior

The Tag object is in the json document
