Subject: [PATCH] chore(schedules): remove the tlnet job

The CTAN mirror carries systems/texlive/tlnet hourly, and tlnet.katoptra.org moves onto the ctan bucket. The tlnet repository is archived after this reaches the host, so its Evening slot must stop first: a dispatch to an archived repository fails and pings /fail.
