improve altitude callins for overflights

With "MDT West Flow" overflights on the "North/NE" call in like "N123AB leaving 8,000 for 7,000". 7,000 is indeed the next altitude restriction, but it's ~100nm away and the aircraft isn't actually descending at this point.
