Backport AWS-LC compatibility to 24.x and 25.x

Hi Folks,

PR #1476 added support + CI for AWS-LC starting in major version 26. Would it be possible to backport that support to major versions 24 and 25?

If maintainers like the idea, I'm happy to put together PRs.

We don't use semantic versioning on this project so 24 and 25 just mean versions released in 2024 and 2025.

@reaperhulk You comment is actually very helpful - would you be ok if I added that non-semver statement to the backward compatbility doc?

That would be fine. I’m not sure we’ve ever written down that we are calver for this project, but it was switched in 2016.
