Can I get location even app running in the background or killed? (IOS 15, IOS 16, IOS 17...)

On the IOS side, does IOS share location information with this library when the app is closed or in the background? 
Does this library support this?
Has anyone tried it?

I know an issue has already been opened regarding this, but it's been 9 years.
