Network Type

Network Type that saves fields in sitemeta and works like option type.

Todo:

• Network functions, the same as option type has.
• Update admin menu to work with network menu if not working.
• Network Tests.

Moving out network types from 3.2.0, but will merge some core functionality that exists in network type branch.
