ChadBot - Port code from original Repo

Code in Chad's original repo needs to be copied into the PriorBots build. Do not delete or break original Chad repo.

Climber code should be removed, Chad lost his arms.
Code needs updating to new vendor/wpilib version used in this repo.
Chadbot should get his own folder tree: src/main/java/frc/chadbot
Command should be cleaned up and reduced to driver/operator only stuff. Leave the autos and climbing behind.

all code is copied over, some translations from old to new API need to be done, naming changes etc. I'm tired but got a bunch done tonight!.1!!!>!!

We have a branch in the original 2022 repo that is working with all the 2024 tools. Chad drives/shoots with it. The intake wasn't lowering though, I suspect a pneumatics problem but didn't dive into it.

Perfect! Still gonna integrate it into the priorbots repo like we're doing for all the other robots. I'll take a look once I get a chance

figuring out what stuff needs library version vs robot version. I'm on a laptop so comparison is difficult, @dlaufen please look at dms because where is the sensors subsystem and wtf is subsystemConfig()
