Raise runtime, development, and documentation dependency limits and synchronize build-system and CI constraints. Include compatible Numba requirements so NumPy 2.5 upgrades also update older Numba installations. Preserve support for older Python versions. Validation: 10,766 pytestCI tests and 26 documentation integration tests passed.

Description
Update the support libraries and Python dependency limits:
Commits separate the compiler-discovery fix, Protobuf/OpenCV migration, zlib/libpng upgrades, and Python dependency updates.
Verification
pytestCIrun: 10,766 passed after updating the existing environment.Added a regression test for Protobuf compiler discovery when the build environment changes. Dependency-bound updates were validated through package resolution and existing integration tests; no numerical baselines were changed.
Documentation
Release-note snippets describe the dependency upgrades and build fixes. Reviewers should check the dependency declarations, Python version markers, and corresponding build-system and CI constraints for consistency.
Future work
Refresh the libjpeg and cppzmq recipes separately to address their remaining legacy Conan metadata warnings.
