feat(rules): add frecency sorting/serving/active learning for rule injection

This should help to inject more relevant rules. The frecency could be built up based on agent queries. There could be an opt in hook, where (sub)agent is prompted to rank how useful the rules were and 'vote' via cli to adjust the rules weight.
