When the picture width or height is smaller than the minimum tile dimensions, clamping
param->tile_wandparam->tile_hto the picture size (ctx->w,ctx->h) causes the tile dimensions to fall below the required minimums for constrained profiles, violating the standard.Solution
Added a check to enforce
