Clean up tile parameter validation in
enc_update_param_tile(); MB-aligned parameters behave exactly as before.Also hotfix the
tile-hstring parser, which masked withOAPV_MB_Winstead ofOAPV_MB_H(both are 16, so no behavioral change).
