2. Version bumps a few of the packages that are able to be bumped up without compilation errors
3. Pulls out Versions to env vars for easier updating in the future
4. Updates some of the package repos to github as they have migrated
5. Deterministic cd's back to the build directory rather than cd .. or cd -

There was not a single build script and the current rocky build instructions are dated

Rocky 9.5 clean install

Add a list of changes, and note any that might need special attention during the review.

Put in placeholders for the latest versions of some of the packages that are causing compilation errors for future investigation

If possible, provide screenshots.

Hi @mcoliver - thanks for this but unfortunately we're unable to do the merge. A Rocky9.5 build script would certainly be a useful imrpovement. If you'd care to make a new PR (it must be into develop branch) we will merge it promptly. You must also ensure the commits have the correct sign-off to pass the 'DCO' check. Also, if you do want to make a new PR, please place the build script in the scripts/ folder in the repo root.
