GEO-INFER 0.4.0 is published, but the maintained backlog and companion guides still described its release decision as open. Record the accepted source/tag and destination verification, mark the old campaign narrative as historical, and retain only the unmet hardware, advisor and historical-cause criteria as open.
The companion guide also defines bounded E4 numerical-semantics and S1 joint-synthesis handoffs. Published GNN 5.0.1, FEP_Formal 2.1.0 and GEO 0.4.0 identities, pins, assets and historical proof receipts remain unchanged. Generator-owned manuscript metadata was refreshed in a separate commit; no manuscript output or new release is claimed.
Validation: strict documentation and generated-signpost checks, four-file relative links and cross-link anchors, and whitespace checks passed. This draft awaits the fresh repository CI required for main integration.
