Make fep_formal / fep-formal / FEP_FORMAL_ the canonical Python, CLI and configuration interfaces. Preserve identity-sharing deprecated 2.x imports, commands and environment aliases, with a metadata-only compatibility distribution and generated typing aliases. Retain Lean namespaces and historical receipt identities.
Refresh the live GNN source pair and Q7 working projections from hosted qualification run 40765894086. Its exact-source parser observations and producer-validated native receipt are retained without workstation paths. Add an explicit manual source-pair qualification workflow.
Validation: 168/168 strict native topic compiles; 4,086 Python tests passed with 10 skips; both real isolated Chrome controls passed; joined line coverage 92.50% and every package floor passed. Current imported Q7/bridge artifacts passed 324 focused cases. Strict mypy, adapter mypy, Ruff, source/generator/reference checks and a fresh pinned-template render/receipt check passed.
The local exhaustive serial and orphan sweeps were interrupted and remain incomplete records. Fresh required hosted native, wheel and PR/main checks remain mandatory before merge. Full Hermes/OpenGauss mode, publication visual/browser acceptance and package release remain separate. The premerge checkpoints and original failures are preserved in the migration evidence index.
Hosted distribution follow-up: macOS/Python 3.14 job 123103739053 in automatic run 40769790922 exceeded the 20-minute job limit during finalization, after both installed-wheel test steps succeeded. That cell remains cancelled. Increase only the bounded distribution job budget to 30 minutes; all 15 cells, commands, permissions, assertions and native budgets remain unchanged. Actionlint and all 59 check-inventory tests passed, structured workflow equivalence confirmed the single-field change, and fresh independent review approved this exact delta. The executable/formal source digest is unchanged. Fresh full automatic CI at the new head remains required; this adjustment makes no speedup or release claim.
