Summary
Why
The health probe records the full tool_count but stores only the first 60 advertised rows. Conformant servers with more than 60 tools therefore expose an internally inconsistent public record and silently lose valid capabilities from tool-level discovery. A 100-row limit remains bounded while covering larger legitimate servers.
Verification
PYTHONPATH=. python -m unittest discover -s tests -v
All 25 tests pass.
