External plugin developers can now create six independently runnable template projects, regenerate typed contracts from bounded JSON definitions, reproduce synthetic failures with deterministic clocks, and inspect local runtime profiles. This releases the public SDK 0.13 development-tool work for DDS-164, DDS-165 and DDS-166.
Validation: local
npm run checkpassed all 470 runtime tests, TypeScript checks, 85 schemas and an independent packed install with all six generated projects. Inspector tests connect, resume, time out/cancel/crash and verify port cleanup. The local benchmark completed 100 clean scenario lifecycles. Public CI covers Windows/Linux and Node 22/24; exact public archives and release readback are recorded after merge.
