Use uv for dependency and environment management #13

Summary

Adopt uv as the project's package and environment manager.

Why uv?

• Speed: 10–100x faster than pip for installs and resolution; written in Rust.
• Single tool: Replaces pip, virtualenv, pip-tools, pipx, pyenv, and more in one CLI.
• Lockfiles: Built-in lockfile support for reproducible installs (similar to Poetry).
• Python management: Installs and manages Python versions automatically; no separate pyenv needed.
• Efficient: Global cache and deduplication reduce disk use and speed up repeated installs.
• Well maintained: By Astral (Ruff); widely adopted and actively developed.
