Re-approving, this tested well, and I didn't run into the private api lock error anymore.
Tested this across WP 6.8, 6.9, and 7.0 versions with GB on/off. Across several of our premium analytics pages, but also JP forms, newsletters, subscribers, social, video press pages.

WP 6.9 exports no privateApis there, so the unlock throws "Cannot unlock an undefined object" and the bundle dies before it renders, blanking the My Jetpack page and the editor's social sidebar. wp-build-polyfills already ships a wp-rich-text polyfill for exactly this, but only registers handles a consumer explicitly requests. These three consumers hand-pick a narrow list that predates the dataviews dependency; every other consumer requests the full SCRIPT_HANDLES and is unaffected. Request only wp-rich-text, not the full set: wp-notices stays out of the publicize and newsletter lists so the polyfill's force-replacement never touches it, as those comments require. The rebase replayed the dependency commits onto a trunk that had moved, so the lockfile carried on the branch no longer matched the merged package.json files. Regenerated with the same command CI checks against (`pnpm install --no-frozen-lockfile --resolution-only`). rebase left dataviews and ui at pre-bump versions

The rebase's lockfile regeneration was seeded from trunk, so transitive range deps (@wordpress/edit-post wants ^2.6.0, @wordpress/interface wants ^2.5.0) kept trunk's @wordpress/admin-ui 2.6.0 while every package.json pins 2.7.0. That dragged in a second @wordpress/private-apis (1.51.0 alongside 1.52.0), so the object locked by one instance could not be unlocked by the other: Cannot unlock an object that was not locked before. which failed the premium-analytics Jest suite and 18 Storybook suites. `pnpm dedupe` collapses 29 stale duplicate versions onto siblings already present; nothing is added or dropped, and the resulting @wordpress/* version set matches the pre-rebase lockfile exactly.
