Hotfix 2.89.1

Backports the fix from #33860 (merged to dev) onto the release branch.

Change

• az ssh: Allow SSH certificate flow in Cloud Shell — removes the Cloud Shell block in get_msal_token (core _profile.py), so only managed identity is rejected.

Release mechanics (2.89.0 → 2.89.1)

• Version bump in azure-cli-core and azure-cli (setup.py, init.py, main.py)
• Requirements pins (Linux/Darwin/windows)
• HISTORY.rst entries in both packages
• Index JSON version field bumped (commandIndex/helpIndex)
