Adds contribution guidance, a private vulnerability-reporting policy and a concise PR checklist covering tests, privacy, phone/desktop behavior and deployment limits.
Validation: public-tree privacy check and whitespace checks passed. Existing main protection was verified: PRs, all three CI checks, current branches and resolved conversations are required; force pushes and deletion are blocked, including for administrators.
