Move the TypeScript test runner to vitest 5 - #32

Conversation
Clears the critical advisories on vitest 2 and tinypool and the high ones on the vite 5 it pulled in. vitest 5 takes vite as a peer, so vite is now a declared dev dependency. 46 of 46 tests pass before and after, tsc is clean, and a strict npm ci succeeds. OSV on the lockfile: 3 critical (vitest, tinypool ×2), 2 high (vite 5), 9 moderate, 1 low before → 0 / 0 / 0 / 0 after.
Proof
tsc --noEmitclean before and after.npm cisucceeds (no--legacy-peer-deps).cf-gateagainst detachedorigin/main: no new red.🤖 Generated with Claude Code
