Updated the Sample Submission import screen to use the new sample submission template file/link.

Testing

• Open the Sample Submission import page.
• Click the "Download the Sample Submission Import Template" button.
• Confirm the downloaded file is the new template/version expected for BI-2980.
• Confirm the link opens/downloads successfully without errors.
