Radial Symmetry Tools - #1474

That's already a thing, kinda? The arraying menu can do that. It's kind of hidden though. It has to be added as an editor action or a shortcut action. Oh well! In a way, mine is more featured and dynamic (can make real-time adjustments), but in other ways it has its quirks and relies on having a parent part as a frame of reference... Your implementation is cleaner, simpler and more visible to the average user. Arbitrary axis is also pretty useful. I'll merge it if you don't have further remarks. I do have one concern though. We're getting more and more tools and I don't know if it'll become a problem as the menu becomes bigger and bigger, without icons and categories. |

Organizing the tools menu sounds like a good idea, but it's definitely out of scope for this PR. |
Provides 2 new tools which provide a way to quickly do radial symmetry operations around any arbitrary axis, works both with normal position and angles as well as their offsets. Can be used on groups and other non-positional parts to affect their children as well
