Picks up MABAS Div 3 / RED Center (#54), First Student school bus ops (#53), Norge Ski Club WSLU426 (#55), and the northside fire/EMS repeater input fixes. Tests: 281 passed, 1 skipped.
ssrf-lite main advanced while this PR was open. Pinning 194f7f3 would ship a codeplugger that cannot see three merged upstream changes, two of which this fleet's profiles now depend on: 440c24e (#56) fix(nifog): inverted TX/RX on UHF interop repeater pairs 6e2ea14 (#57) feat: ORDA Lake Placid Olympic Jumping Complex 679d41b (#58) fix(norge_ski_club): bandwidth_khz 11.0 -> 12.5 #58 in particular is load-bearing: at 11.0 every 12.5-kHz-only radio in the fleet rejects the Norge channels as unsupported, because codeplugger consumes bandwidth_khz verbatim ahead of its emission-derivation table. Branch name still says 194f7f3; the pin it carries is 679d41b.
