fix(ci): route trusted Strix metadata to control runners

Problem

fast-mlsirm #2220 current head 4eaeb799a6647ea29f3f4902d9ca79a1377e795c queues Strix admission job 108617323217 on ubuntu-24.04. The additional self-hosted control runners cannot accept that hosted-only selector.

Change

Reuse the deployed control allocation for four metadata-only jobs. Require exact central strix.yml@refs/heads/main identity and caller central or fast-mlsirm. Preserve hosted fallback for other sources/callers and the actual model scan image. No PR checkout, provider, deadline, verdict, credential or evidence rule changes.

Group 6 now permits only the additional central strix.yml@refs/heads/main source; every previous entry and restriction is preserved. Old queued jobs retain their workflow revision.

Verification

• Routing regression fails on original source.
• 21 affected runner, scope and dependency-hash tests pass.
• actionlint and git diff --check pass.

Local verification is not a completed consumer gate. Delivery may use maintainer-authorized bypass for queued hosted checks; any bypass must be recorded as such.
