• CI run 36709517659, job 109867678378: setup-uv 10.2.0 setup, dependency installation, lint, docstrings, compilation, and documentation contracts all succeeded.
• The terminal failure is five FileNotFoundError cases in services/account_unification/tests/test_hourly_pr_steward.py, which still opens deleted .github/workflows/hourly-pr-steward.yml.
• This is the protected-base defect already repaired by canonical Draft prerequisite fix(ci): remove stale hourly-pr-steward test left behind by #140 #143, whose valid delta also corrects the stale operations documentation. test(ci): remove stale local PR steward contract after centralization #154 overlaps but does not contain that documentation delta and remains open; no predecessor is being closed.

I am moving this Dependabot update to Draft and non-force retargeting it onto #143's branch fix/remove-stale-hourly-pr-steward-test. This preserves the exact setup-uv delta while requiring fresh stacked Checks.
