Because the canonical NetworkGraph owner chain moved again, it followed current #1675 ordinary/non-force. Exact current tree remains the memo-owner tree and effective delta remains zero.

Keep Draft until #1675 normally integrates or a verified complete successor inherits source, regression, review, hosted execution and claimed performance evidence.
