Manual release runs with platform set to
allpassed validation but skipped every platform build, preventing baseline rebuilds from producing packages. Includeallin the Windows, Linux, Arch, and macOS job conditions while preserving individual platform selection.Add a regression test against the actual workflow conditions covering tag pushes and each manual platform choice. The test reproduced the failure before the fix.
Validation:
This PR contains only the workflow fix and its test. Local AGENTS.md and deferred Linux tray/AppImage fixes are excluded. Publishing or merging is not part of this PR creation.
