Summary

Prepares release v4.7.4.

Bumps the plugin version in cookiebot.php, src/lib/Cookiebot_WP.php, and readme.txt, and adds the 4.7.4 changelog entry for:

• CMS-3090: tested up to WordPress 7.1, License header (fix(CMS-3090): mark WordPress 7.1 as tested, add License plugin header #380)
• CMS-3069: WPCS 3.4.1 upgrade and lint fixes (fix(CMS-3069): upgrade WPCS to 3.4.1 to close CVE-2026-45293 RCE #378)
• CMS-3070: php_codesniffer 3.13.6 (fix(CMS-3070): bump php_codesniffer to 3.13.6 to close CVE-2026-67434 #379)
