BUG: IGRF Coefficients were mishandled in years 2020+

The IGRF14 coefficients switched the place of the SV (secular vatiation, nT/yr) and main-field coefficients. GITM was applying these in such a way that the B-Field magnitude when (year > 2020) would be double-counted, to the field intensity was WAY too high.


Outputs will change. Any run done after 6389b29, with the year >2024 likely has a magnetic field strength (year - 2020)x too high. Test solutions will not change, they are all in ~2002.
