- Add INSTALL.md as the agent installation entry point; keep RECIPE.md as the rebuild brief and default to no UI changes.
- Move tests, fixtures, and release checks outside the shared distribution, halving its file count and reducing text by 48%.
- Require explicit --allow-window for the window-opening native smoke test and add installation-boundary regressions.
- Update CI and development commands; verified 158 Insights tests, 29 tooling tests, lint/package checks, populated native check, and unchanged local reinstall.
