Impede operações simultâneas sobre critérios de reapresentarem itens excluídos. Salvar uma decisão cancela a consulta antiga e recarrega a lista, inclusive durante o carregamento inicial.
Acrescenta testes de consistência, integra ao CI as regressões HTTP das cinco branches e consolida o OpenAPI. Última branch da sequência; merge após upload e atualização de processamento.
Validação consolidada: 157 testes frontend, 86 backend, 13 no navegador; builds, indexação, regressões HTTP e 30 verificações de qualidade aprovados. A separação em commits também será validada antes dos merges.

Validação do commit separado: builds backend/frontend e 86 testes backend e 157 frontend aprovados em uma cópia limpa exportada do commit. Os arquivos pendentes das outras branches não participaram dessa execução.
