Port the AGT reference implementation to Python #86

Open

Description

@rocklambros

Port the AGT reference implementation from PR #60 to Python. Multi-language runtimes make the reference implementation more compelling to enterprise evaluators and widen its reach across teams. This is valuable parallel work that does not block the interoperability benchmark.

    Work already started. @angelnicolasc opened #78 on the morning of the kick-off with a Python Guardian plus FastMCP client instrumentation, before this issue existed.

    Anyone picking this up should read #78 first and coordinate there rather than starting a second port. The open question on that pull request is structural rather than technical: whether it belongs under reference-implementations/, alongside the adapters/ tree #22 is adding, or somewhere else. That decision sits with the Spec workstream leads.
