Extract only the dev-tool updates from #64: basedpyright 1.40.2, pre-commit 4.7.0 and types-PyYAML 6.0.12.20260906.
Retain semver>=3.0,<3.1 and pin inspect-ai==0.3.266 to the Hawk 3.7.2 runner version. No runtime package upgrades; the lock diff changes only the three named dev tools and the project's constraint metadata. Do not merge #64 as-is.
Validated the exact Helm output 3.21.3+g1ad6e68 (including its trailing newline) with semver 3.0.4 and confirmed the installed Inspect pin. No paid calls.
