Integrate external weather data

Considerations:

• How often do we need to collect this information
• How granular does the time scale need to be
• How can we adjust it by location
• Refer to Scraping Research #3 for possible resources

Acceptance Criteria:

• Python script that scrapes weather data
• Execute at least 3 "runs" show that the data is cleaned
• Be ready to present file/finding at next meeting (10/06)
