Closes #75 by fixing it rather than by tidying it away.

The pointer sentence was corrected in #109 — that was only the first line. The
substance of #75 is the four "current top items" underneath, two of which were
finished and one of which cited a blocker that no longer exists:

Net effect: the section a reader reaches last described a project stuck on a dead
switch, when the switch is fine and half the list had moved.

The replacement lists what is actually next and links each item, so it cannot
drift on its own again — the UPS pack and the shelf switch as the single purchase
they are (#93, #110), the firewall backup and its spare (#92), and the 64-bit
counters now that they are unblocked (#87).

Every claim checked against the live host before writing.

Two of its four "current top items" were finished and its stated blocker was
gone.

The git-history purge is done — #10 is closed and `roadmap.md` has listed it
under Done for some time. The switch is answering SNMP: `10.7.7.2` is `up`, with
26 `ifInOctets` series, and has been since the faults in #22 cleared. So the
sentence claiming the first and last items "share a blocker — the switch is not
currently answering SNMP" was wrong twice over, and the paragraph read as a
project stuck on a dead switch.

"Finish the SNMP rotation on the switch" was also overstated. All four devices
are rotated; what remains is retiring `neo`'s *previous* community, which its
firmware will not persist a deletion of — a narrow accepted residual (#84), not
an unfinished rotation.

The replacement lists what is actually next and links it, so the paragraph
cannot drift on its own again: the UPS pack and the shelf switch as the single
purchase they are (#93, #110), the firewall backup and its spare (#92), and the
64-bit counters now that they are unblocked (#87).

Closes #75
