Add auto-assign on server side

• Add functionality on server side to automatically assign projects to judges
• Update project health logic to ensure each category is judged exactly the # of times specified for the round
• Update frontend to use API instead of autoAssign function on spacebar press
• Add button to frontend for auto-assign that calls API on click
