The serde_json update is reverted here: 1.0.154 adds foldhash, which is licensed Zlib, and Zlib is not in the license allow list in deny.toml. It can come back once that list is reviewed. This PR now carries only the GitHub Actions pin updates. |

serde_json 1.0.154 is back, with Zlib added to the licence allow list for foldhash. |

The Zlib licence is now allowed in deny.toml for foldhash (a dependency of serde_json 1.0.154).
