Adds the React samples for the Virtual Scroll component, mirroring the Web Components ones:

igniteui-react19.9.0, the first version that exportsIgrVirtualScroll.browser/package.jsonis bumped to the same version so they run in the browser app - this moves every sample in that app from 19.7.0 to 19.9.0.
