ufo ctest for RTTOVCPP interfaces

To test the clrsky and allsky RTTOV-CPP interfaces, I modified the existing geoval and hofx files and added one hofx file for allsky testing.

Description

• amsua_n19_geoval_2018041500_m_rttovcpp.nc4: The geoval input for RTTOV-14 (both clear-sky and all-sky) was incorporated into 'amsua_n19_geoval_2018041500_m_rttovcpp.nc4'. The 'air_pressure_levels' and hydrometeors have been added. This geoval file serves as the input data for tests 'ufo_opr_amsua_rttovcpp', 'ufo_linopr_amsua_rttovcpp', and 'ufo_opr_amsua_rttovcpp_allsky'.
• amsua_n19_hofxnm_2018041500_m_rttovcpp.nc4: Provides observed values ​​and clear-sky test H(x).
• amsua_n19_hofxnm_2018041500_m_rttovcpp_allsky.nc4: Provides observed values ​​and all-sky test H(x).
