Allow OWNER_DIRECT frozen dependency sync to run without carrier pairing only in a DevSpace-managed isolated worktree already admitted for the current conversation. Shared checkouts, delegated/cross-session ownership, NEXUS_GOVERNED, and cutover paths keep existing carrier requirements.
Verification: durable operations 32/32 PASS; targeted server regression 2/2 PASS; typecheck PASS; build PASS; git diff --check PASS.
