Reads the link and transport data models and the tcp.rst and sctp.rst
autodoc lists left unread by the first pass, and takes the review items.

• data l2tp: Flags carries no version; L2TP.flags points at version

Verdict: GOOD TO GO at b7540689e. Sonnet review and re-check (author: Opus). The first review passed. A fix round reverted the register Raises: rewording in link.py, transport.py and sctp.py to Protocol, per #1016 and #1028. The AST guard is identical against the base, tests/project passes, and every added directive says 1.5.0.
